Dubai or Abu Dhabi? Freehold Zones and What They Mean

In the UAE, the first question is not which tower, it is which zone, because foreigners own freehold only in designated areas.

How the zones work

Each emirate publishes districts where any nationality can hold full freehold title. In Dubai these cover most of the investor market: Marina, Downtown, JVC, the Palm and dozens more. In Abu Dhabi they are the investment islands and districts: Al Reem, Yas, Saadiyat, Al Raha. Outside the zones, ownership structures change and most foreign buyers simply do not go there.

The two markets in one line each

Dubai: bigger, faster, more liquid, about AED 1,600 per square foot on average for apartments with roughly 7% gross yields (2025). Abu Dhabi: calmer cycles, government-anchored demand, and prices roughly a third lower for comparable waterfront stock.

Which to pick

Trading liquidity and short-let demand: Dubai. Steadier holding with the capital’s institutions around you: Abu Dhabi. Both grant the property-linked residence visa at the same federal thresholds, so the visa question does not decide this one.
