getting there

Sarande stacks white apartment buildings around a horseshoe bay facing Corfu, with Ksamil’s turquoise coves and the UNESCO ruins of Butrint just south. It is the closest thing left in Europe to buying seafront at pre-boom prices, with the trade-offs of a market that still runs on cash, summer income and local knowledge.

What your money buys here

Typical buys at each band, drawn from current local asking prices. Use the price per square metre in the bar above as your anchor: multiply it by the size you need and you will spot an overpriced listing in seconds. Figures are approximate, lean to the cautious side, and get refreshed as our data passes land.

$200k

A 1-2 bed with sea view a street or two back

$350k

A seafront 2-bed on the bay, or a Ksamil apartment near the coves

$500k

A large seafront apartment, or a small block of two or three units

Worth exploring nearby

Ksamil, Himare and Borsh: Ksamil carries a premium now, Borsh is the long quiet beach nobody prices in yet. Going one town over usually buys a size or quality upgrade on the same budget, and these smaller markets are where patient buyers find the mispriced gems. Fewer listings means more waiting, so set the alert and be ready to travel when the right one appears.

Where to look

1. The bay front: the promenade and the view to Corfu
2. Ksamil: the famous coves, 15 minutes south
3. Lekuresi hill: castle views over the whole bay

All-in cost at $350k

Property price: $350,000

Transfer and notary costs: roughly 2 to 4% all together

Agent: typically 2 to 3%, often shared

Rule of thumb: budget 4 to 6% on top

Foreigners buy apartments freely; farmland is restricted. Title diligence matters here: use a lawyer. Figures approximate.

Visas and residency (most passports)

Visiting: generous visa-free stays for many passports; US citizens can stay up to a year.

Remote workers: Yes, a digital mobile worker residence permit exists.

Buy-to-reside: No formal program, but owning property supports residence permit applications.

EU status: candidate country; not Schengen, so days here do not eat your Schengen allowance.

Healthcare and insurance

Private clinics in Tirana are good and cheap by EU standards; serious cases often travel to Italy or Greece. Private cover from roughly $50 to $150/month per person.

Schools and family

Public schooling is in Albanian. International schools exist mainly in Tirana, typically $4,000 to $12,000/year.
